Ο Παντελής Μπίσκας γεννήθηκε στις Σέρρες στις 3 Μαρτίου 1977. Πήρε το δίπλωμα του  Ηλεκτρολόγου-Μηχανικού από το ΑΠΘ  το 1999. Το 2003 πήρε το Διδακτορικό Δίπλωμα  του Ηλεκτρολόγου Μηχανικού επίσης από το Α.Π.Θ, με θέμα «Αποκεντρωμένη Διαχείριση Συστημάτων Ηλεκτρικής Ενέργειας». Το 2005 τελείωσε το Post Doc σε θέματα Διαχείρισης Συστημάτων Ηλεκτρικής Ενέργειας, στο ΤΗΜΜΥ ΑΠΘ.

Από τις 01/03/2005 έως 15/07/2009 υπήρξε Ειδικός Επιστήμονας στον Διαχειριστή του Ελληνικού Συστήματος Μεταφοράς Ηλεκτρικής Ενέργειας (ΔΕΣΜΗΕ), στην Επιχειρησιακή Διεύθυνση Λειτουργίας & Ελέγχου Συστήματος, στη Διεύθυνση Ημερήσιου Ενεργειακού Προγραμματισμού (ΗΕΠ). Κατά την εργασία του στον ΔΕΣΜΗΕ ασχολήθηκε με τα κάτωθι: 

  • Λογιστική αποκλίσεων (accounting) και προγραμματισμός εισαγωγών/εξαγωγών στις διασυνδέσεις, επίλυση του ΗΕΠ και του Προγράμματος Κατανομής της ελληνικής αγοράς ΗΕ, εκχώρηση δικαιωμάτων χρήσης των διασυνδέσεων σε ετήσια, μηνιαία και ημερήσια βάση.
  • Συγγραφή σε συνεργασία με τον Διευθυντή του Κλάδου ΗΕΠ του εγχειριδίου υπολογισμού οικονομικών μεγεθών των μονάδων παραγωγής, με βάση τις διατάξεις του Κώδικα Διαχείρισης του Συστήματος και Συναλλαγών Ηλεκτρικής Ενέργειας (ΚΔΣΣΗΕ). Το εγχειρίδιο αυτό χρησιμοποιήθηκε ως πρότυπο για την ανάπτυξη του τελικού Εγχειριδίου Μεταβλητού Κόστους.
  • Συγγραφή των Κανονισμών Εκχώρησης Δικαιωμάτων Χρήσης των Διασυνδέσεων της Ελλάδας με τις γειτονικές χώρες (Auction Rules), οι οποίες εφαρμόζονται από το έτος 2007 στις διεθνείς διασυνδέσεις της Ελλάδας (διαθέσιμοι στην ιστοσελίδα www.desmie.gr).
  • Συμμετοχή σε συναντήσεις με τους γειτονικούς διαχειριστές (ESO-EAD, MEPSO, ATSO και TERNA), για τη ρύθμιση διαφόρων διμερών ζητημάτων (emergency contracts, Auction Rules, λειτουργία των αγορών ΗΕ, κ.α.).
  • Project διαμόρφωσης εξισώσεων ΗΕΠ: Υπήρξε βασικός συντελεστής στη διαμόρφωση του προβλήματος βελτιστοποίησης (Mixed-Integer Programming) επίλυσης του προβλήματος ΗΕΠ, σύμφωνα με τις προβλέψεις του ΚΔΣΣΗΕ.
  • Project υλοποίησης της αγοράς ΗΕ: Υπήρξε εκπρόσωπος του ΔΕΣΜΗΕ για συνεργασία με τον Ανάδοχο (AREVA) για την τελική διαμόρφωση του αλγορίθμου επίλυσης του ΗΕΠ.
  • Project Εγχειριδίων (ανάλυσης των διεργασιών της αγοράς ΗΕ): Αποτέλεσε μέλος της ομάδας ελέγχου του έργου από πλευράς ΔΕΣΜΗΕ για το Εγχειρίδιο Μεταβλητού Κόστους (Cost Manual) και για το Εγχειρίδιο Αγοράς (Market Manual).
  • Αποτέλεσε εκπρόσωπος του ΔΕΣΜΗΕ στις συναντήσεις της ομάδας έργου που έχει στόχο τον εναρμονισμό των διαδικασιών εκχώρησης δικαιωμάτων χρήσης των διασυνδέσεων (Auction Rules) μεταξύ των χωρών Ελλάδα, Ιταλία, Γαλλία, Αυστρία, Ελβετία και Σλοβενία.

Από τον Σεπτέμβριο του 2014 είναι Επίκουρος Καθηγητής του Τμήματος Ηλεκτρολόγων Μηχανικών και Μηχανικών Υπολογιστών με επιστημονικό αντικείμενο «Διαχείριση Συστημάτων Ηλεκτρικής Ενέργειας». Στο ΤΗΜΜΥ διδάσκει τα προπτυχιακά μαθήματα «Ηλεκτρική Οικονομία» στο 9ο εξάμηνο , «Ανάλυση ΣΗΕ» και «Διαχείριση ΣΗΕ» στο 8ο εξάμηνο. Τέλος, διδάσκει το μάθημα «Εισαγωγή στην Ενεργειακή Τεχνολογία» την ενότητα που σχετίζεται με Ηλεκτρική Οικονομία.

Τα ερευνητικά ενδιαφέροντα του κ. Μπίσκα είναι στην ανάλυση και διαχείριση συστημάτων παραγωγής και μεταφοράς ηλεκτρικής ενέργειας, στα μοντέλα απελευθερωμένων αγορών ηλεκτρικής ενέργειας, και στην τιμολόγηση υπηρεσιών μεταφοράς ηλεκτρικής ενέργειας
